Step 2: Define Staffing Needs

The first task for the emergency response leadership is to bring in the right people to get things set up.

This means the leadership must:

  1. Define what positions they need on the team.
  2. Decide how to organize those positions.
  3. Find the right people to put in the positions.
  4. Coordinate them after they arrive.
