Your first task is to gather information about the current systems and context.

You can begin to collect this information even before you arrive.

Send it to in-country HR staff, the MQC, and the DRD MQ as soon as you accept the assignment.

After you arrive, consult other organizations present on the ground, both local and international, about the issues listed.
